2009 Draft Procurement Plan [Closing date: 2009/07/23 16:00:00 GMT+12]

On 29 May 2009, the System Operator submitted a 2009 draft procurement plan to the Commission in accordance with rule 4.1 of section IV of part C of the Rules. On 5 June 2009, the Commission published the 2009 draft procurement plan in accordance with rule 5.1 of section IV of part C of the Rules.

As the current procurement plan is set out in schedule C5 of part C of the Rules and the proposal is to replace the existing procurement plan with the version submitted by the system operator (with minor modifications by the Commission), the Commission is publishing a formal statement of proposal for the purpose of consultation on proposed rule amendments included in the draft.

The Commission invites submissions on the proposal by 4.00 pm on Thursday 23 July 2009.  Please note that because of the regulatory timing obligations on the Commission, submissions received after this date may not be considered.

The Commission’s preference is to receive submissions in electronic format (Microsoft Word). The electronic version should be emailed with “Consultation Paper- 2009 System Operator Draft Procurement Plan” in the subject header to submissions@electricitycommission.govt.nz or if you wish to send a hard copy to:

The Commission will acknowledge receipt of all submissions electronically. Please contact the Commission by email or by phone if you do not receive electronic acknowledgement of your submission within two business days.

Where possible, submissions should be provided in the format shown in Appendix 1 of the consultation paper.  When considering what information to include in your submission (such as potentially confidential information), please be aware that all submissions provided to the Commission will be published on its website and provided to the system operator as required by rule 5.3.1 of section IV of part C. You should also be aware that the Commission is subject to the Official Information Act 1982.
