System operator 2007 draft policy statement [Closing date: 2007/05/14 17:00:00 GMT+12]

On 30 March 2007 the system operator provided to the Electricity Commission (Commission) the draft system operator 2007 policy statement (policy statement) for the period 2007/08, in accordance with the requirements of rule 10 of section II of part C of the Electricity Governance Rules (Rules).

Under rule 11 of section II of part C of the Rules, the Commission is required to publish the draft policy statement for submissions. This was published on 30 March 2007.  As the current policy statement is a schedule to the Rules and the proposal is to replace the existing policy statement with the version now submitted by the system operator, the Commission is also required to follow the rule change proposal provisions under the Electricity Act 1992 (the Act). 

The purpose of this consultation paper is to meet the requirement to consult with the persons that the Commission thinks are representative of the interests of persons likely to be substantially affected by the proposed revised policy statement.
The Commission invites submissions on the proposal by 5pm on 14 May 2007.  Please note that because of the statutory timing obligations on the Commission, submissions received after this date may not be considered.

The Commission’s preference is to receive submissions in electronic format (Microsoft Word). The electronic version should be emailed with “System Operator 2007 Draft Policy Statement” in the subject header to info@electricitycommission.govt.nz or if you wish to send a hard copy to:

The Commission will acknowledge receipt of all submissions electronically. Please contact Jenny Walton if you do not receive electronic acknowledgement of your submission within two business days.

Submissions should ideally be provided in the format shown in Appendix 4 of the consultation paper. Your submission is likely to be made available to the general public on the Commission’s website. Submitters should indicate any documents attached, in support of the submission, in a covering letter and clearly indicate any information that is provided to the Commission on a confidential basis. All information provided to the Commission is subject to the Official Information Act 1982.
