Guidelines for metering, reconciliation, and registry arrangements for secondary networks [Closing date: 2008/02/29 17:00:00 GMT+13]

To ensure energy purchases and line charges are allocated equitably to participants, the reconciliation of embedded networks must fit within the Electricity Governance Rules 2003 (Rules) and Electricity Governance Regulations 2003 (Regulations) that govern electricity trading in New Zealand. The embedded network guidelines developed and approved in December 2006 describe the criteria necessary to ensure that this occurs, and it was intended that they be read in conjunction with the Rules – which are binding on retailers and distributors, including embedded network owners.
New reconciliation rules will come into force on 1 May 2008 and, as a result, the guidelines currently in place have been updated to reflect the new reconciliation arrangements. Please note that the proposed revised guidelines are now at the secondary network level, but only the embedded network portion of the guidelines has been addressed.
The Commission invites submissions on the proposals by 5pm on Friday 29 February 2008.
