Background
As part of its duties in overseeing aspects of transmission investment, the Commission is required to publish a Statement of Opportunities (SOO).
The purpose of the SOO is to enable identification of potential opportunities for efficient management of the grid, including investment in upgrades and transmission alternatives. In practice, the SOO also has a wider role to play in informing stakeholders about the Commission's views of possible future developments in the power system.
The SOO must include Grid Planning Assumptions (GPAs). The GPAs must include long-term peak and energy demand forecasts, and a reasonable range of credible future, high-level generation scenarios. These forecasts and scenarios are integrated with the power systems analysis (PSA) to form the Market Development Scenarios.
The Commission intends to publish a SOO in 2008. The Commission has made significant progress in developing a new set of draft GPAs and is now seeking participants’ feedback before commencing the PSA.

The Commission held a technical workshop on Friday 29 February 2008, at the Commission offices (ASB Tower, Level 7, 2 Hunter St, Wellington.)

The Commission invites interested parties to provide written feedback on these GPA documents, before 5 pm on 13 March 2008. Please note that feedback received after this date may not be considered.
The Commission has not posed specific consultation questions, but welcomes feedback in any format on any aspects of the material. Respondents should include data and/or analysis to support their commentary.
For written feedback, the Commission’s preference is to receive feedback in electronic format (Microsoft Word and/or Microsoft Excel). The electronic version should be emailed with “2008 GPAs consultation” in the subject line to info@electricitycommission.govt.nz . Any feedback in hard copy should be posted to the address below.

The Commission will acknowledge receipt of all feedback by email. Please contact Maree McGregor if you do not receive acknowledgement of your feedback within two business days.
To foster an informed and transparent process, the Commission intends to publish all feedback received on its website.
If your feedback contains confidential material, please provide the Commission with both confidential and public versions of your feedback, in both electronic and hard copy forms. The responsibility for ensuring that confidential information is not included in a public version of feedback rests entirely with the party submitting the feedback.
Parties should note that the contents of any feedback provided to the Commission will be among the information the Commission holds that is subject to the Official Information Act 1982 (OIA).
If the Commission receives a request for the release of information contained in any feedback, it will be required to consider the release of the relevant information, in whole or in part, in terms of the criteria set out in the OIA. This would be done in consultation with the party that provided the feedback. The Commission can withhold official information in certain circumstances. The grounds for the Commission withholding official information are set out in the OIA. Any decision by the Commission to withhold information is subject to appeal to the Ombudsman.
