Otahuhu substation upgrade IGE application [Closing date: 2006/09/20 17:00:00 GMT+12]

On 11 August 2006, Transpower applied to the Electricity Commission (Commission)  for approval of interim grid expenditure (IGE) for up to $77.3 million for a grid development proposal at the Otahuhu substation.

The Commission completed a preliminary review of the supporting information provided by Transpower and has requested further information from Transpower to provide clarification on some matters.

Having previously signalled its intention to engage with stakeholders as much as possible within the confines of the transitional provisions contained within rule 16, the Commission has published a paper for consultation, pursuant to rule 16.4.2 of section III of part F.

The Commission would like to consider the views of submitters before making its decision on the Otahuhu IGE Application.  Therefore, the Commission invites interested parties to make submissions on this paper, including providing responses to the Commission’s specific questions contained in section 6 of the paper, before the submission close date of 5 pm on 20 September 2006.

Please note that submissions received after this date will not be considered.  To assist the Commission in its consideration, please supply evidence of facts and analysis to support your views wherever possible.

The Commission’s preference is to receive submissions in electronic format (Microsoft Word and/or pdf). The electronic version should be emailed with “Otahuhu IGE Application” in the subject line to info@electricitycommission.govt.nz.  Any hard copies of submissions should be posted to the address below.

The Commission will acknowledge receipt of all submissions by email. Please contact Jenny Walton if you do not receive acknowledgement of your submission within two business days. 

Submissions should be provided in the format shown in Section 6 of this paper. 

To foster an informed and transparent process, the Commission intends to publish all submissions received on its website.

Please indicate any documents attached in support of your submission in a covering letter and clearly indicate any information that is provided to the Commission on a confidential basis.  If your submission contains confidential material, please provide the Commission with both confidential and public versions of your submission.  The responsibility for ensuring that confidential information is not included in a public version of a submission rests entirely with the party making the submission.

Submitters should note that the contents of submissions on this paper provided to the Commission will be among the information the Commission holds which is subject to the Official Information Act 1982 (OIA).

If the Commission receives a request for the release of information contained in a submission, it will be required to consider the release of the submission, in whole or in part, in terms of the criteria set out in the OIA.  This would be done in consultation with the submitter.  The Commission can withhold official information in certain circumstances.  The grounds for the Commission withholding official information are set out in the OIA.  Any decision by the Commission to withhold information is subject to appeal to the Ombudsman.

In order to test all information contained in submissions as fully as possible in a transparent manner, the Commission discourages requests for non-disclosure of submissions, in whole or in part.
