Indicators of retail market activity in the New Zealand electricity market [Closing date: 2006/04/28 17:00:00 GMT+12]

Paragraph 10 of the Government Policy Statement on Electricity Governance (GPS) identifies that "high quality information is essential to efficient markets. The Electricity Commission (Commission) should give high priority to ensuring relevant information is made available to market participants and to the public at large on matters relating to the electricity sector."

In accordance with this aspect of the GPS, the Commission’s primary objective (for the purpose of this paper) is to ensure that relevant information regarding activity in the New Zealand electricity retail market is available to the Commission, market participants, and the general public.

The Commission proposes a broad set of indicators (dashboard) that will provide a clearer picture of retail market activity as a whole. 

The purpose of this paper is to seek views on the proposed dashboard.  After considering submissions made on this paper, the Commission intends to select indicators for the dashboard.  The Commission intends to collect information using the indicators, and to publish the information, along with a commentary on that information.  The information collected may be used to develop the Commission's policies in relation to retail market activity.

The Commission’s preference is to receive submissions in electronic form (Microsoft Word format) and to receive one hard copy of the electronic version.

The Commission will acknowledge receipt of all submissions electronically. Please contact Jenny Walton if you have not received an acknowledgement of your submission within two business days.

When the consultation period ends, all submissions will be summarised and published on the Commission’s website. Any actions arising as a result of submissions will also be published on the website.

The Commission is required to undertake its functions with a high degree of transparency. Accordingly, please be aware that any information provided to the Commission may be discussed with, or provided to, other parties UNLESS you specify that information is provided to the Commission as “Commercial in Confidence”, in which case you should specify the information that is confidential and the reasons. You should also be aware that the Commission is subject to the Official Information Act 1982.
