Minor Editorial Rule Changes [Closing date: 2010/01/29 17:00:00 GMT+13]

The Commission is proposing a large number of minor editorial changes to the Electricity Governance Rules 2003 (Rules), including:
- spelling amendments;
- bolding corrections;
- punctuation corrections;
- rule reference corrections;
- rule numbering amendments; and
- stylistic amendments.
The proposed changes are set out in Proposed Minor Editorial Rule Changes. Few changes are being proposed to parts E and J of the Rules as editorial amendments are being processed as part of separate reviews of those parts. No changes are proposed to part D as it is also being reviewed separately.
In accordance with section 172F(3) of the Electricity Act 1992 (Act) the Commission is satisfied that the effect of this proposal is minor and will not adversely affect the interests of any person in a substantial way.
The proposed amendments have no direct impact on the Commission’s objectives and specific outcomes under section 172N of the Act. However, they will improve the clarity and enforceability of rules made for the purpose of giving effect to those objectives and outcomes.
The proposed changes will give effect to paragraphs 3, 8 and 9 of the Government Policy Statement on Electricity Governance (GPS). They will promote “clear and effective … Rules” (paragraph 3), improve the quality of the information available to participants under the Rules (paragraph 8), and will improve the clarity of the Rules, thereby assisting the Commission’s administration of the Rules (paragraph 9).
The Commission invites submissions on the proposal. The Commission’s preference is to receive submissions in electronic format (Microsoft Word). Please only send hard copies of submissions to the Commission if it is not possible to do so electronically. Submissions in electronic form should be emailed to submissions@electricitycommission.govt.nz with “Consultation Paper—Proposed Minor Editorial Rule Changes” in the subject line.

Submissions should be received by 5:00pm on Friday, 29 January 2010 (the closing date was extended on 7 October 2009 from the previous closing date of 9 October 2009.) Please note that late submissions are unlikely to be considered.
The Commission will acknowledge receipt of all submissions electronically. Please contact Kate Hudson if you do not receive electronic acknowledgement of your submission within two business days.
If possible, submissions should be provided in the format shown in the above Format for Submissions. Your submission is likely to be made available to the general public on the Commission’s website. Submitters should indicate any documents attached, in support of the submission, in a covering letter and clearly indicate any information that is provided to the Commission on a confidential basis. However, all information provided to the Commission is subject to the Official Information Act 1982.
