The Electricity Commission invites submissions on `Part D Consultation Paper - Issues and Proposed Options’.
Part D of the Electricity Governance Rules 2003 (Rules) sets out the obligations on participants in relation to metering standards. It deals with the responsibility of participants in relation to the provision of metering installations, the testing of metering installations, ensuring a metering installation complies with a set of codes of practice, and the role of the reconciliation manager in relation to metering inaccuracies. Wholesale settlement requires accurate meters and data handling processes at every point of connection.

Forum: introduction to the part D consultation paper
The Commission held a forum on 30 September 2009 to introduce interested parties to the consultation on part D issues and proposed options.
Submissions
The Electricity Commission invites submissions on the proposals by 4.00 pm on 9 November 2009.
The preference is to receive submissions in electronic form (Microsoft Word 2003 format or pdf) with “Part D Consultation Paper-Issues and Proposed Options” in the subject header to submissions@electricitycommission.govt.nz. If submitters do not wish to send their submission electronically, they should post it in hard copy form to:

The Commission will acknowledge receipt of all submissions electronically. Please contact Kate Hudson if you do not receive electronic acknowledgment of your submission within two business days of submitting your response.
Your submission is likely to be made available to the general public on the Commission’s website. Submitters should indicate any documents attached, in support of the submission, in a covering letter and clearly indicate any information that is provided to the Commission on a confidential basis. All information provided to the Commission is subject to the Official Information Act 1982.

Given the technical nature of this consultation paper, in order to assist stakeholders to understand the proposals, the Commission is providing interested parties with an opportunity to ask questions of clarification during the consultation period as well as holding a forum on the proposals on 30 September 2009.

Please use this email address only when requesting clarification on anything contained in this consultation paper. The Commission will then respond to provide clarification.
