Revision of Information System Definition document [Closing date: 2009/10/16 17:00:00 GMT+13]

The Information System Definition document defines the various information systems required by the Electricity Governance Rules 2003 (Rules).
The Commission is proposing a number of minor changes to the Information System Definition document, namely—
- incorporating changes necessitated by the new Schedule C4 Policy Statement (effective from 1 September 2009);
- providing further guidance on the backup procedures which apply when the information system is unavailable, including where the WITS and Order Submission User Backup Procedures are replaced by alternative processes;
- confirming the relevant participant’s website as the ‘information system’ for publication of information, unless otherwise specified in section 3 of the document;
- tabulating the rule references where the information system is used (section 3 of the document); and
- reviewing the document to ensure that all current rule references are captured.
The proposed changes are mainly for the purpose of clarification and are not intended to change existing information systems used for the conveyance of information under the Rules. Clean and marked up versions are available at the links below.

The Commission invites submissions on the proposal. The Commission’s preference is to receive submissions in electronic format (Microsoft Word). Please only send hard copies of submissions to the Commission if it is not possible to do so electronically. Submissions in electronic form should be emailed to submissions@electricitycommission.govt.nz with Consultation Paper – Information System Definition in the subject line.
If submitters do not wish to send their submission electronically, they should post one hard copy of their submission to either of the addresses provided below.

Submissions should be received by 5:00pm on Friday, 16 October. Please note that late submissions are unlikely to be considered.
The Commission will acknowledge receipt of all submissions electronically. Please contact Kate Hudson if you do not receive electronic acknowledgment of your submission within two business days.
Your submission is likely to be made available to the general public on the Commission’s website. Submitters should indicate any documents attached, in support of the submission, in a covering letter and clearly indicate any information that is provided to the Commission on a confidential basis. However, all information provided to the Commission is subject to the Official Information Act 1982.
