Various Proposed Amendments to the Electricity Governance Regulations 2003 and the Electricity Governance Rules 2003 [Closing date: 2007/09/07 17:00:00 GMT+12]

The Commission has issued a consultation paper, proposing various unrelated amendments to the Electricity Governance Regulations 2003 (Regulations) and an amendment to the Electricity Governance Rules 2003 (Rules).

The various amendments proposed, which are discussed separately throughout the paper, relate to the following topics:

  1. the Comalco Agreements, which are dealt with in the Comalco Special Provisions (contained in subpart 2 of Part 10 of the Regulations);
  2. the obligation to report breaches of part F of the Rules;
  3. the recently gazetted Benchmark Agreement and interconnection rules; and
  4. various other minor or technical amendments, unrelated to the above topics.
The purpose of the paper is to consult with parties in accordance with section 172E of the Electricity Act 1992 (Act), in relation to items a) b) and d) above. 

This paper does not seek submissions on the two regulation changes arising from the Benchmark Agreement and interconnection rules, because a consultation process for those proposed amendments has already been completed.

The Commission invites submissions on the proposal by 5 pm on Friday, 7 September 2007.  Please note that submissions received after this date may not be considered.

The Commission’s preference is to receive submissions in electronic format (Microsoft Word and/or PDF) in the form specified in Appendix 4 of the paper.  Submissions in electronic format should be emailed with ‘Proposed Amendments to Electricity Governance Regulations and Rules’ in the subject header to info@electricitycommission.govt.nz.

The Commission will acknowledge receipt of all submissions electronically. Please contact Jenny Walton if you do not receive electronic acknowledgement of your submission within two business days.

Your submission is likely to be made available to the general public on the Commission’s website.  Submitters should indicate any documents attached, in support of the submission, in a covering letter and clearly indicate any information that is provided to the Commission on a confidential basis.  All information provided to the Commission is subject to the Official Information Act 1982.
