On 14 April 2005, Transpower submitted an application to the Commission for $158M of interim grid expenditure (Tactical Transmission Upgrades or TTU Application) under the transitional provisions contained in rule 16 of section III of part F of the Electricity Governance Rules 2003 (Rules).
The Commission evaluated the information provided in support of the application and sought additional information from Transpower on 25 May 2005 pdf [255 KB] pursuant to rule 16.3 of section III of part F.
Further information was provided to the Commission in the form of a letter from Transpower dated 1 July 2005.
The Commission then evaluated the additional information provided and sought a further set of information from Transpower on 5 August 2005. A response to the 5 August 2005 request was received on 12 September 2005.
The Commission has completed a review of both the TTU Application and the two sets of further information provided by Transpower, and has made indicative decisions for the IGE in each TTU project. Having previously signalled its intention to engage with stakeholders as much as possible within the confines of the transitional provisions contained within rule 16, the Commission published a paper, setting out its indicative decisions, for consultation, pursuant to rule 16.4.2.

The purpose of the consultation paper is to set out the Commission’s assessment of the IGE proposed in the TTU Application against the criteria of rule 16, present the Commission’s indicative decisions with respect to the IGE in the TTU Application, and seek feedback on the Commission’s indicative decisions, in accordance with rule 16.4.2.
The Commission is required to make decisions on the TTU Application within six weeks of the date of application, or within six weeks of any further information being provided by Transpower.
The Commission invites interested parties to make submissions on this paper, including providing responses to the Commission’s specific questions contained in Appendix 4, before the submission close date of midday on Friday 28 October 2005.
Parties intending to make submissions should note that submissions received after this deadline may not be considered due to the short time periods allowed for decision-making under rule 16.
The Commission’s preference is to receive submissions in electronic form (Microsoft Word). It is not necessary for parties submitting to send the Commission hard copies of their submissions, unless it is not possible to do so electronically.
