Scenarios for the wind generation investigation project [Closing date: 2006/02/09 17:00:00 GMT+13]

A key issue facing the electricity sector, in particular the Electricity Commission (Commission) and System Operator, is the accommodation of further wind generation while maintaining the security of the New Zealand power system and the integrity of the electricity market.

Early in 2005, the Commission established two projects to investigate issues related to wind generation.  The purpose of the strategic Wind Generation Investigation Project (WGIP) was to consider and address power system implications of further wind generation over the next 5-10 years.

In June 2005, the Commission undertook consultation on the proposed Scope for the WGIP, publishing a revised project Scope in October 2005. 

The first phase of the WGIP is to develop a number of wind generation installation scenarios.  These will provide a range of views on the quantity of wind generation investment that could potentially occur over the next ten years, and where that generation may be located.  The scenarios are to be used to examine the impacts on the electricity market and power system of increasing volumes of wind generation.  Later, the scenarios will be used for testing the effects of various potential changes to the Rules and System Operator processes. 

This consultation paper outlines the proposed scenarios to be used in the modelling, and discusses how these were determined and how they are to be used in the impact assessment modelling.  It also provides a number of questions to be considered by parties that are interested in making submissions.

The Commission’s preference is to receive submissions in electronic form (Microsoft Word format) and to receive one hard copy of the electronic version.
