Release of Review of 2008 Winter Report [Closing date: 2009/02/20 17:00:00 GMT+13]

The Winter Review team, comprising David Hunt and John Isles has now completed its review of winter 2008 and has provided its report to the Electricity Commission (Commission). The Commission will now consider the report and the recommendations.

The main focus for the Commission now is the way forward.  The report, Review of 2008 Winter, provides an overview of the 2008 winter events and the recommendations suggest the direction of future work.  Almost all of the recommendations would require considerable work, including consultation with affected parties, before any implementation.  Therefore the Commission invites your comments on the report, particularly your view on the priorities for ongoing work falling out of the recommendations.

Your comment is sought by 20 February 2009.  The Commission is not seeking detailed submissions on the report, nor comprehensive submissions on the recommendations. Rather it would be appreciated if your focus was on the merits, or otherwise, of proceeding to more detailed work, for example implementation options (including no changes), on particular recommendations.   What the Commission is needing at this point is your views about the work that should be initiated as a result of the Winter Report. Once such work is underway in 2009 then your comprehensive submissions would be sought on specific policy or rule changes in the usual way.

It would be useful if you could divide your comment on the priorities for work falling out of the Winter Report into two parts: firstly, work that you think would benefit from immediate attention, possibly for implementation by this coming winter (this may be limited); secondly your thoughts on the priorities for work that may result in changes being implemented beyond winter 2009.          

Even though the Commission is only seeking comment, not full submissions, its preference is to receive this in electronic format (Microsoft Word). It is not necessary to send hard copies of comment to the Commission, unless it is not possible to do so electronically. The Commission also asks that comment in electronic form should be emailed to submissions@electricitycommission.govt.nz with “Review of 2008 Winter” in the subject line.

If those making comment do not wish to send their comment electronically, they should post one hard copy of their comment to the address below.

Comment should be received by 5:00pm on 20 February 2009. Please note that it may not be possible to consider comment received after this date.

The Commission will acknowledge receipt of all comment electronically. Please contact Bronwyn Christie if you do not receive electronic acknowledgement of your comment within two business days.

Your comment is likely to be made available to the general public on the Commission’s website. If any information is provided to the Commission on a confidential basis it should clearly be marked as such. However it should be noted that all information provided to the Commission is subject to the Official Information Act 1982.
