Request for proposals - pilot programme for electricity efficiency in commercial buildings

As part of its electricity efficiency function, the Commission has initiated a number of pilot electricity efficiency programmes in residential and industrial sectors. The Commission is now seeking proposals from interested parties to conduct a pilot programme in the commercial building sector.

In New Zealand commercial buildings comprise 3 percent of the national building stock yet use about 30 percent of annual electricity production and contribute about 10 percent of New Zealand’s carbon dioxide emissions. Thus, commercial buildings provide a significant opportunity for electricity efficiency gains.

The Commission wants to deliver a pilot programme that will address all aspects of electricity use in a commercial building, including electricity use relating to lighting, heating, ventilation, air conditioning.

Therefore, the selected pilot programme will need to:

  • assess the cost-effective potential for efficient use of electricity in an existing commercial building;
  • develop a better understanding of the barriers to the adoption of identified electricity efficiency;
  • develop an innovative implementation plan to overcome any identified barriers to the adoption of efficient technologies and practices in commercial buildings, including finance options, and metering and monitoring requirements;
  • implement a plan to demonstrate leading-edge electricity-efficiency practice in commercial buildings, including the effects on human comfort and productivity;
  • develop a comprehensive case study of the pilot programme; and
  • deliver turnkey solutions for expanding the pilot programme into a national programme, including pilot approaches for different buildings.
  • Include a time frame for delivering pilot and roll out etc.
