System Operator Procurement plan

2010 Procurement Plan (effective from 1 December 2010)

On 7 May 2010, the System Operator submitted the 2010/2011 draft procurement plan (the plan) to the Commission in accordance with rule 4.1 of section IV of part C of the Rules. The Commission is publishing the plan in accordance with rule 5.1 of section IV of part C of the Rules.

The current procurement plan is set out in schedule C5 of part C of the Rules, and the proposal is to replace the existing procurement plan with the version submitted by the system operator (with minor modifications by the Commission),

The Commission prepared a formal statement of proposal for the purpose of consultation on proposed rule amendments included in the draft:

Invitation for submissions on this consultation from interested parties (including the System Operator) is now closed.  

The Minister of Energy and Resources has approved the 2010/2011 Ancillary Service procurement plan recommended by the Commission on 2 July 2010.  The new procurement plan comes into effect on 1 December 2010.  A Gazette notice for making the necessary rule change, together with the wording of the new procurement plan (to replace the current procurement plan in Schedule C5 of part C of the Rules), has been published by the Commission.


2009 Procurement Plan

 

The 2009/2010 procurement plan, set out in Schedule C5 of part C of the Electricity Governance Rules 2003, came into effect on 1 December 2009.

Residual issues

A few issues raised in the procurement plan review process require more consideration and further consultation before they may be resolved.  The Commission keeps a list of outstanding procurement plan issues and discusses these with the system operator following the completion of the annual review cycle to establish which ones might be dealt with in the following year’s review or better addressed in a wider perspective due to substantial policy changes required .  All outstanding issues are to be found at:

Departures from the ancillary services procurement plan

Rule 8.1 of Section IV of Part C states that:  "The system operator may depart from the processes and arrangements set out in the procurement plan if the system operator reasonably considers it necessary to do so to comply with the principal performance obligations."

Rule 8.2 of Section IV of Part C states that:  "When the system operator makes any departure under rule 8.1, the system operator will provide a report to the Board setting out the circumstances of the departure and the actions taken to deal with it.  The Board will ensure this report is published within a reasonable time of its receipt."
