Part D of the Electricity Governance Rules 2003 (Rules) sets out the obligations on participants in relation to metering standards. It deals with the responsibility of participants in relation to the provision of metering installations, the testing of metering installations, ensuring a metering installation complies with a set of codes of practice, and the role of the reconciliation manager in relation to metering inaccuracies.

Part D Review Project

The Electricity Commission (Commission) recently consulted on the discussion document "Part D: Issues and possible options”.

The purpose of the part D review project is to fix the problems with the current rules and enable the adoption of new metering technology. More information can be found on the part D review project page.

Advanced metering infrastructure (AMI)

The Commission has an advanced metering policy and guidelines available. More information on AMI can be found on the AMI page.

Discussion and monitoring paper: Advanced Metering Infrastructure and Interim Metering Compliance

The Commission has released a discussion and monitoring paper on Advanced Metering Infrastructure and Interim Metering Compliance. Although this paper is aimed at traders and metering equipment owners, the Commission would welcome any submissions from interested parties.

The submissions received will be used as an input to the recommendations to the Minister of Energy and Resources on the need for mandatory minimum technical standards should the voluntary AMI guidelines prove inadequate.

Extension on submission deadline: The Commission has extended the submission deadline for this document to 5pm on Friday 16 October 2009, following extension requests from participants because of the amount of work required to comment on this and other documents currently out for consultation.

Prepayment meter survey results

The Electricity Commission (Commission) conducted prepayment meter surveys in October 2005 and April 2007. A further survey was carried out in May 2008, following the same format.

Following a request for the information, the Commission has decided to publish a table which shows where retailers have prepayment meters.

Test Houses 

Test houses are responsible for certifying metering installations, and ensuring that the standards of metering calibration, testing, installation, and maintenance detailed in the Rules are sustained. Test houses must obtain approval from the market administrator.

 

Code of practice D5 review panel

The Electricity Governance Regulations and Rules require that the Board appoint a Code of Practice D5 Review Panel in accordance with Code of Practice D5 of Schedule D1 of Part D of the Rules.

The panel reviews every application for variation from any requirement of the codes of practice. The metering installation code of practice variation database contains a list of variations as of 1 May 2008.
