Background information for model contracts

Model arrangements for electricity distribution services

A set of model distribution arrangements was initially developed under Metering and Reconciliation Information Agreement (MARIA) by the Model Distribution Arrangements Project (MDAP) in 2002.  A Model Distribution Arrangement Review Panel (MDARP) was appointed by the Commission to review these Model Use of Systems Agreements, in consultation with the industry.

Although MDARP reached consensus on the model interposed agreement, there was not general agreement on the form and content of the model conveyance agreement.

Please note that some of the clauses and definitions referred to in these reports were subsequently reconsidered and/or redrafted.  Such clauses include:

  • The definition of good industry practice (both interposed and conveyance agreements);
  • The definition of network connection standard (interposed agreement);
  • Consumer service lines (clause 17 of the interposed agreement) and the definition of consumer service line;
  • Amendments to the agreement (clause 24 of the interposed agreement); and
  • Unmetered supplies (schedule 7 of the interposed agreement).

MDARP and the DRIEPS subgroup have agreed on a set of protocols to be used for information exchange between distributors and retailers.

The Commission has approved the protocols and these are available on Electricity Information Exchange Protocols.

The draft model contracts have been consultation on and submissions received.

The submission period ended on 26 October 2004.

Workshop on model contracts for domestic consumers

The Commission has now considered the submissions received. A draft summary of submissions has also been prepared, containing the Commission's response to submissions. The Model Retail Contract for Domestic Consumers (Interposed), now renamed the Draft Domestic Contract for Delivered Electricity, has also been updated to reflect changes made following the submission period. 

A workshop was held on 22 April 2005 on the main issues arising from submissions.

Policy Changes

Distributed Generation

The expectations in respect of adoption of the distributed generation terms is 1 February 2006. See paragraph 23 of the Domestic Consumer Contracts and Distributed Generation.pdf [2731 KB]

Transparency of Line and Energy charges (November 2007)

The Commission is considering changing the way the requirement for transparency of line and energy charges on consumers’ invoices is set out in the model domestic contract.
