Written submissions and public conference process

Notice of Intention


On 31 January 2007, the Electricity Commission published a notice of its Intention pdf [235 KB] to approve the investment described in Transpower’s North Island Grid Upgrade Proposal submitted to the Commission on 20 October 2006.

Request for a public conference


The Commission received several requests for a public conference under rule 15.2 of section III of part F of the Electricity Governance Rules 2003 and has agreed to hold a public conference.  The purpose of the public conference is to provide a final opportunity for comment on the investment.

Following the public conference, the Commission may confirm or amend the Proposal, or decline it and publish its reasons. 

Written submissions


As part of its preparation for the public conference, the Commission invited submissions on its decision to approve the Proposal

In order to make the process as transparent and efficient as possible, the Commission invited interested parties (whether intending to present at the public conference or not) to provide a written submission in order to assist the Commission in making its final decision.

Submissions closed on 30 March 2007 and the Commission received 341 submissions. 222 of these submissions were a prepared submission and sent in separately signed by different people.

Briefings


The Commission provided briefings to those interested to assist them in preparing submissions and participating in the public conference:
  • briefings with community and key stakeholders throughout February and March 2007.

Public conferences


Public conferences on the proposed North Island Grid Upgrade were held in Wellington, Hamilton and Auckland.

Summary of submissions and further work


Submissions were sought as a precursor to the public conference that will be held on 22-24 May 2007, in accordance with rule 15 of section III of part F of the Electricity Governance Rules 2003.

The Commission has prepared a summary of written submissions that is intended to facilitate submissions at the public conference. 
This paper does not respond to the views of submitters.  Submissions were sought as a precursor to the public conference, the purpose of which is to provide interested persons with a final opportunity for comment.

Responses to issues raised by submitters will be incorporated into the Commission’s final decision document, to be released following the announcement of the Commission’s final decision at the end of June 2007.

Meridian Energy requested an amendment to the summary prepared for its submission. 

Hunua and Paparimu Residents Association requested an amendment to the summary prepared for its submission.
The Commission has also prepared a short document that summarises further work completed since the 31 January 2007 notice of intention pdf [235 KB] was published.
