Transmission to enable renewables - Phase 1


Consultants

The Commission has engaged:

  • Connell Wagner to produce a report on wind generation. The report, amongst other things:
    • covered national wind resource location, capacity timing factor and possible site development; 
    • covered issues influencing developer preferences for one site rather than another; 
    • provided an update on wind generation costs; and 
    • commented on the Commission's current assumptions about potential wind projects. 
  • Parsons Brinckerhoff Associates (PBA) to produce a report on hydroelectric generation. The Commission already has a large database of possible hydro schemes. However, the economic assessment of those projects is at a very high level and, in many cases, dated due to technology changes since the original costings were completed. The work carried out by PBA included: 
    • preparing a shortlist of projects likely to be the most economically feasible. The shortlist is likely to include projects with a Long Run Marginal Cost of less than $100/MWh; and 
    • estimating capital costs for civil, mechanical, and electrical works or the shortlisted projects (within +/- 30% accuracy). 
  • The Commission did not engage a geothermal consultant as there was data publicly available which could be used by the Commission’s modelling team in order to produce a report discussing general issues, stakeholders, consenting processes and timing, and estimated cost ranges for consenting for geothermal. The Commission also contacted generators directly to seek this information.

Workshop (December 2007)

A workshop for those interested in the TTER project was held on 17 December 2007 in Wellington and was of both a general and a technical nature.


Preliminary results/Consultation(February 2008)

In December 2007, the Commission published for consultation the draft reports on hydro, wind and geothermal generation.

Comments were sought by the Commission by 5pm on Friday 1 February 2008

Consultation on the draft transmission to enable renewables report (April 2008)

In April 2008, the Commission published its draft TTER Report for consultation. The purpose of the draft TTER report was to:

  • summarise the feedback received during consultation (written submissions and 17 December 2007 workshop);
  • present the finalised geothermal, hydro and wind report updated to reflect the submissions received;
  • present the Commission’s response to some of the comments received in submissions;
  • present the policy issues identified by the Commission and submitters which require further consideration;
  • present the transmission augmentations which would be required to accommodate the potential renewable generation identified and seek comments on it;
  • provide a high-level overview of the work undertaken by the Commission to enable transmission investment analysis to consider co-optimisation of transmission and generation investments; and
  • seek comments on the additional work and analysis carried out since the previous round of consultation closed.

Comments were sought by the Commission by 5pm on Friday 9 May 2008.

Industry briefing (May 2008)

The Commisison held an industry briefing in Wellington (Intercontinental Hotel, Lambton Room 2, 2 Grey Street, Wellington) on Friday 2 May 2008 (1.30 pm to 4.30 pm) to present the key results of the work. 

 

Final report on the transmission to enable renewables project (Phase 1)

The Commission has completed phase 1 of the transmission to enable renewable project (TTER project) with the publication of the final report and attached consultant reports on the transmission to enable renewables project (Phase 1)

The purpose of the Final TTER Project Report is to:

  1. summarise the feedback received during the consultations carried out on the TTER project (written submissions in February 2008, presentations and feedback from the workshop held on 17 December 2007);
  2. summarise the issues raised during the second round of submissions (including feedback at the 2 May 2008 workshop) in response to the Commission’s questions and any other matters raised;
  3. respond to issues raised in the submissions;
  4. list the policy issues identified by the Commission, including any barriers in the transmission regime to the development of renewable generation; and
  5. provide an overview of the next phase of the TTER project.
