The Electricity Governance Regulations 2003 and the Electricity Governance Rules 2003 (Rules) were promulgated on 18 December 2003. The set of rules was inherited from the electricity industry's self-governing arrangements which existed prior to the Commission's establishment in September 2003 The Commission has been charged with developing those rules to ensure best conditions exist for workable and effective competition and to ensure that the government's other objectives for the electricity sector are met.

Rulebook Drafting Manual

The Rules are delegated legislation made in accordance with the Electricity Act 1992. It is therefore appropriate that minimum standards of drafting be met before amendments to the Rules are recommended to the Minister of Energy and Resources.
Accordingly, the Commission has prepared a Rulebook Drafting Manual pdf [223 KB] The Commission applies the Manual when drafting recommended amendments to the Rules. It may also be useful to participants when proposing drafting amendments.
The Manual follows commonly accepted legislative drafting principles, with modifications to ensure that it is tailored to the particular technical requirements of the Rules. It is divided into four parts: Planning, Drafting Style, Formatting and Checking.

Guidelines on preparing and submitting Rule change proposals

The Commission Board has approved guidelines on preparing and submitting Rule change proposals.

The purpose of these guidelines is to provide practical guidance to people wanting to propose changes to the Rules.  The guidelines also inform people about what to expect from the Commission when they propose a rule change.  They can expect their proposal to be acknowledged within 1 week of the Commission receiving it and for an initial decision on how it will be categorised in the Commission’s workplan within a maximum of 3 months.
