Registration

Background

The Electricity Commission was established on 15 September 2003 to govern the electricity industry in New Zealand, including overseeing the operation of the wholesale and retail electricity markets. Pursuant to the Electricity Act 1992, the Governor General has made the Electricity Governance Regulations, and the Minister of Energy has made the Electricity Governance Rules. The regulations and rules set out the rights and obligations of participants under the new arrangements. Operation of the market under the Electricity Governance Regulations and Rules commenced on 1 March 2004.

Who are participants?

Participants as defined under the Regulations include the following groups:

  • electricity retailers;
  • electricity distributors;
  • electricity generators;
  • line owners;
  • electricity consumers connected directly to the grid;
  • people who purchase electricity from the clearing manager;
  • service providers;
  • metering equipment owners;
  • ancillary service agents;
  • approved test houses.

Participant registration

Participants in the electricity industry must register and supply registration information, unless they are a registration exempt participant. The registration information participants supply will be available to the public on the Electricity Commission’s website in the participant register.

What defines a participant?

For clarification on the classification of a participant, check the legal definition of a participant in Regulation 4 of the Electricity Governance Regulations 2003 .pdf [263 KB].  Refer also to definitions in the Electricity Act 1992 and the Electricity Governance Rules to establish whether you are in one or more of the classes of participant. You may want to seek legal advice on the implications for you of the rules and regulations.

What costs do participants incur?

The Electricity (Levy of Industry Participants) Regulations 2005.pdf [585 KB] came into force on 21 April 2005. These set in place more specific categories for the allocation of the cost of the Commission’s activities, including security-of-supply costs arising from the Whirinaki contract and electricity efficiency initiatives.

How to register as a participant

To register as an electricity industry participant, please download and print the registration form, complete the form and fax it to: 04 460 8879. Receipt of your registration will be confirmed by email within five working days. If you have not received confirmation after that time, please re-submit your registration.
